On September 17, 2015, the U.S. Department of Labor (DOL) announced the award of grants to six states totaling $14,911,243 to improve employment opportunities for adults and youth with disabilities. On July 23, 2015, the Department of Labor published the nondiscrimination and equal opportunity regulations to implement Section 188 of the Workforce Innovation and Opportunity Act (WIOA). Under Section 188(e) of WIOA, Congress required the Department to issue regulations implementing Section 188 no later than one year after enactment of WIOA. The Department's publication of this final rule complies with the statutory mandate. This final rule creates a new part in the CFR, which mirrors the regulations published in the CFR in 1999 to implement Section 188 of WIA. The Department has made no substantive changes in this final rule; the changes are technical in nature. This final rule adopts the Department's regulatory scheme for Section 188 of WIA verbatim, with technical revisions to conform to WIOA. Specifically, the Department has: -- Replaced references to the ``Workforce Investment Act of 1998'' or ``WIA'' with ``Workforce Innovation and Opportunity Act'' or ``WIOA'' to reflect the proper statutory authority; and -- updated section numbers in the text of the regulation to reflect its new location. National Employer Policy, Research and Technical Assistance Center for Employers on the Employment of People with Disabilities (EARN) has issued a Fact Sheet to help employers capitalize on the value and talent that people with disabilities offer America’s workplaces. The Federal Government offers a number of tax credits for employers. Overall, these incentives are intended to serve two purposes: 1) to encourage the hiring of individuals with disabilities, and 2) to support modifications and accommodations designed to enhance the accessibility of the workplace and productivity of workers with disabilities. On June 2, 2015, the U.S. Department of Labor (DOL) Employment and Training Administration (ETA) issued this report in Training and Employment Notice (TEN) Number 32-14. The TEN provides information on recommended strategies and resources for increasing effective service delivery for youth with disabilities. Findings include that the majority of LWIBs have dedicated some level of resources to enhance their capacity to effectively serve youth with disabilities. Examples include appointing constituent advocates to the Workforce Investment Board or Youth Council, hiring staff dedicated to serving those with disabilities, conducting targeted outreach and/or providing specialized staff development or employer training. However, many LWIBs also make proactive efforts to expand their resource and stakeholder base through the formation of partnerships with other organizations. As an example, nearly nine out of 10 LWIBs have partnerships with both vocational rehabilitation (89 percent) and secondary schools and alternative schools (87 percent). This video highlights how the Disability Program Navigators (DPN) facilitated the establishment of an Integrated Resource Team (IRT) in Worksource Center, Portland, Oregon, and its applicability in American Job Centers nationwide. The IRT brings various partners (private and public, mandated and non-mandated) from a myriad of agencies/organizations (e.g., American Job Centers, Vocational Rehabilitation Agencies, mental health, developmental disabilities, etc.) across multiple systems to leverage resources, coordinate services/programs, and reduce duplication to better serve the individual customer with a disability and/or multiple employment challenges. The ultimate goal of the IRT is to get the person with a disability a job; not just any job but a quality, non-stereotypical job that provides a living wage, career lattice opportunities, benefits, and reflects the individual’s interests, experience, education/training goals, and desires. It also represents the blending and braiding of resources around an individual customer with a disability' to meet their employment needs.
