Report: Employer Incentives for Hiring Individuals with Disabilities (SHRM/UTSA/WSU/CPRF)

The primary focus of the survey was to determine how knowledgeable HR professionals are regarding various governmental incentives for hiring individuals with disabilities. In addition, the survey sought to find out how many companies actually take advantage of employer incentives and who in companies make decisions about using them. A secondary focus of the survey was to assess HR professionals’ attitudes and opinions regarding the impact of the ADA on the employment of individuals with disabilities; determine the level of effort companies expend in recruiting individuals with disabilities; and gain insight into senior managements' personal experiences with disabilities. Furthermore, the survey sought the opinions of HR professionals on how best to improve the employment of individuals with disabilities

Report – Ready and Able: Addressing Labor Market Needs and Building Productive Careers for People with Disabilities Through Collaborative Approaches

People with disabilities can work and want to work. Given the growing body of evidence that demonstrates that workers with disabilities meet or exceed the job performance of co-workers without disabilities, the continuing high unemployment rate and low labor force participation rate of people with disabilities deprive the nation of a valuable pool of talent. Increasing the employment of people with disabilities produces significant benefits to the economy, the nation, and people with disabilities themselves.

WIOA Webinar: Overview - Statistical Adjustment Model Methodology

This webinar is hosted by the U.S. Department of Labor (DOL) and Department of Education (DOE) and is offered on the following two dates: - Monday, December 1, 2015 / 2:00 – 3:00 PM Eastern Time - Tuesday, December 2, 2015 / 2:00 – 3:00 PM Eastern Time The Workforce Innovation and Opportunity Act (WIOA) emphasizes the importance of achieving outcomes—helping individuals find jobs, and obtaining the credentials and skills necessary to be successful in those jobs. As part of the performance accountability requirements, WIOA requires the use of a statistical adjustment model for setting targets for the core performance indicators. The Departments of Labor and Education have collaborated to develop a Statistical Adjustment Model per Sec.116 (b)(3)(A)(viii) of WIOA. NDEAM: Resources to Celebrate "My Disability is One Part of Who I Am" Theme

Held each October, National Disability Employment Awareness Month (NDEAM) is a time to celebrate the many and varied contributions of America's workers with disabilities. The theme for this year — which marks 70 years since the first observance — is "My Disability is One Part of Who I Am." A "Who I Am" Toolkit and other resources are available online that features a range of integrated materials to help you or your organization support the message of the “Who I Am” PSA. The discussion guide can be used to facilitate staff training and education efforts around the issues of disability employment and workforce diversity. The posters can be used to create workplace diversity displays or freshen up bulletin boards, waiting areas and break rooms. A Spanish-language poster is also available, as is a Spanish-language version of the PSA. Webinar: Federal Facilities and the Architectural Barriers Act (ABA) Accessibility Standards - A Refresher

This webinar will be held on August 6, 2015 from 2:30 – 4:00 PM Eastern Time and is hosted by the United States Access Board. This webinar, part of the U.S. Access Board’s free monthly series will provide a refresher on standards issued under the Architectural Barriers Act (ABA). The ABA Accessibility Standards apply to facilities designed, built, altered, or leased with certain federal funds. The ABA covers federal buildings, including post offices, social security offices, and federal courthouses, as well as non-federal facilities, such as public housing units and mass transit systems that receive federal funding. The Access Board enforces the ABA Standards through the investigation of complaints. Presenters will provide an overview of the ABA standards and the Board's enforcement process, including an update on the status of compliance over the past five years. The session also will review differences between the ABA Standards and the ADA Standards which apply to facilities in the private sector and the state and local government sector without regard to federal funding. Fact Sheet:Employer Incentives for Hiring People with Disabilities: Federal Tax Incentives At-A-Glance

National Employer Policy, Research and Technical Assistance Center for Employers on the Employment of People with Disabilities (EARN) has issued a Fact Sheet to help employers capitalize on the value and talent that people with disabilities offer America’s workplaces. The Federal Government offers a number of tax credits for employers. Overall, these incentives are intended to serve two purposes: 1) to encourage the hiring of individuals with disabilities, and 2) to support modifications and accommodations designed to enhance the accessibility of the workplace and productivity of workers with disabilities. Next Meeting of the Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities - July 13-14, 2015

The Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities (the Committee) (ACICIEID) will hold its fourth meeting on July 13-14, 2015 in Washington, DC. The meeting will be open to the public on July 13 from 8:30 AM to 5:00 PM EDT, and on July 14 from 8:00 AM to 4:00 PM EDT. During the meeting, the four subcommittees of the Committee will report out on their work on draft chapters for the interim report. The Committee will also hear from expert panels that will address issues with provider transformation to Competitive Integrated Employment. The Committee will also acknowledge the 25th anniversary of the Americans with Disabilities Act (ADA) and its connection to competitive integrated employment. Finally, the Committee will hear from a panel of providers about their experiences with sheltered workshops under section 14(c) of the FLSA. There will be a public comment period on July 13 from 2:15 to 3:00 PM EDT. Organizations or members of the public wishing to submit a written statement may do so by July 2, 2015. Hearings for State Vocational Rehabilitation Services and the State Supported Employment Service Programs / Use of Subminimum Wage

The Office of Special Education and Rehabilitative Services (OSERS) has announced plans to hold two public meetings to seek comments about the proposed regulatory changes contained in a notice of proposed rulemaking (NPRM) that was published in the Federal Register on April 16, 2015, which would implement statutory changes to the State Vocational Rehabilitation Services and the State Supported Employment Services programs, as well as provisions governing Limitations on the Use of Subminimum Wage that fall under the Secretary's purview. The meetings will take place on April 30, 2015 (date passed) and May 20, 2015. May 20, 2015, 1:00 p.m. to 5:00 p.m. PDT, Sacramento--California Department of Rehabilitation, 721 Capitol Mall, Room 242, Sacramento, CA 95814. The meetings will provide the public with the opportunity to present public comments on only the separate NPRM amending 34 CFR parts 361, 363, and 397, which is the NPRM associated with Docket ID ED-2015-OSERS-0001. It is likely that each participant will be limited to five minutes. Speakers may also submit written comments at the public meetings. Video on Integrated Resource Team Strategies to Improve Workforce Services for Job Seekers with Disabilities

The February theme for the Disability and Employment CoP is focused on Integrated Resource Team (IRT) strategies in American Job Centers. IRTs were initially used by the Disability Program Navigator grants and has been an essential component of the Disability Employment Initiative and represent partnership and collaboration to address the needs of a person with a disability or multiple challenges to employment. This resource is a demonstration video of a workforce center in Portland, OR, and their DPN bringing together different partners on behalf of an individual who is deaf. Although created in 2010, it is a timely representation of job center staff facilitating access to career pathway through mechanical training curriculum in a community college, and a moving example of the power of cross-agency collaboration.
