The National Collaborative on Workforce and Disability for Youth (NCWD-Youth) is promoting statewide implementation of quality comprehensive career development programs and activities as a promising strategy that states can use to achieve the dual goals of college and career readiness for all high school students. This guide is designed to support states in their efforts to increase college and career readiness among all youth, including youth with disabilities, by providing functional and pragmatic guidance on implementing quality comprehensive systems of career development. $12.6 Million in Grants Awarded to Help Improve Outcomes of Individuals with Disabilities in Vocational Rehabilitation and Workforce Development On October 9, 2015, the U.S. Department of Education's Office of Special Education and Rehabilitative Services (OSERS) announced more than $12.6 million in grants in multiple project areas to help improve the outcomes of individuals with disabilities—from cradle through career. The investments are aimed at promoting inclusion, equity and opportunity for individuals with disabilities to help ensure their economic self-sufficiency, independent living and full community participation. The Department of Labor's Employment and Training Administration (ETA) has replaced the CareerOneStop's Employer Locater with the new Business Finder. The Business Finder includes enhanced features and streamlined design. Aligned with CareerOneStop’s overall redesign, improvements include a single search box to enter your preferred search criteria, an easy-to-read results page, and improved filters to help you narrow your results. Job seekers can learn about businesses, government agencies, and non-profit organizations that may be hiring in their local area. They can locate nearly 12 million employers by business name, industry, occupation, or location. For each business, they will find basic information including addresses and phone numbers for contacting them about potential job openings. Other uses for the Business Finder include: -- Targeting a job search. Job seekers or counselors can get a list of organizations likely to employ people in your occupation or industry, and contact them to inquire about job openings. -- Job interview research. Job seekers can find basic information about businesses, and research their competitors or suppliers to be ready for interview questions. -- Industry research. On September 15, 2015, the Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities (ACICIEID) released an Interim Report to Congress and the Secretary of Labor. The Committee is also scheduled to meet October 14 and 15, 2015 in Washington, DC. The Introduction to the interim Report includes the following dedication to Randee Chafkin who passed away in February 2015: In February 2015, shortly after the first meeting of the Advisory Committee, Randee Ellen Chafkin passed away. Randee was a long time employee in the U.S. Department of Labor, contributing her knowledge and passion first at the President's Committee on Employment of People with Disabilities, then the Office of Disability Employment Policy, and most recently the Employment and Training Administration. Randee dedicated her life to increasing employment of people with disabilities, especially youth and adults who experience the most significant barriers to full inclusion in employment and community participation. She will be greatly missed. When she died, a note was pinned to the wall near her desk. The sentiment expressed in that note reflects Randee's dedication and career, and is fitting for the work of the Advisory Committee. "It's the action, not the fruit of the action that's important. You have to do the right thing. It may not be in your power, may not be in your time that there'll be any fruit. But that doesn't mean you stop doing the right thing. On July 23, 2015, the Department of Labor published the nondiscrimination and equal opportunity regulations to implement Section 188 of the Workforce Innovation and Opportunity Act (WIOA). Under Section 188(e) of WIOA, Congress required the Department to issue regulations implementing Section 188 no later than one year after enactment of WIOA. The Department's publication of this final rule complies with the statutory mandate. This final rule creates a new part in the CFR, which mirrors the regulations published in the CFR in 1999 to implement Section 188 of WIA. The Department has made no substantive changes in this final rule; the changes are technical in nature. This final rule adopts the Department's regulatory scheme for Section 188 of WIA verbatim, with technical revisions to conform to WIOA. Specifically, the Department has: -- Replaced references to the ``Workforce Investment Act of 1998'' or ``WIA'' with ``Workforce Innovation and Opportunity Act'' or ``WIOA'' to reflect the proper statutory authority; and -- updated section numbers in the text of the regulation to reflect its new location. In April, the Florida Developmental Disabilities Council announced the posting of a guide that describes Project Achieve, a program that provides a support system for students with intellectual and developmental disabilities who enroll in Career and Technical Education programs at Florida State College at Jacksonville. This inclusive program model assists students with intellectual and developmental disabilities to attend classes and earn certification alongside their peers without disabilities. This guide has two sections. The first is an overview of Project Achieve and the second is a "How To" guide that outlines step-by-step tasks for the development of each phase of the program. Section 1: An Inside Look at Support Postsecondary Career and Technical Program at Florida State College at Jacksonville. This booklet provides an overview of Project Achieve, an inclusive program designed to expand access to Postsecondary Career and Technical programs for students with intellectual and developmental disabilities. On April 13, 2015, the U.S. Department of Labor announced the availability of $15 million for the sixth round of Disability Employment Initiative (DEI) grants. Grants will be awarded to state workforce agencies to develop flexible and innovative strategies to increase the participation of people with disabilities in federally funded education and training programs. DEI is a a joint program of the Labor Department's Employment and Training Administration (ETA) and the Office of Disability Employment Policy (ODEP). Since 2010, the department has awarded grants worth more than $95 million through the DEI to 37 state workforce agencies in 26 states to improve education, training, and employment outcomes of youth and adults with disabilities. The funds are used to refine and expand workforce strategies proven to be successful, and enhance inclusive service delivery through the public workforce system. Improvements include: increasing the accessibility of American Job Centers; training front-line AJC and partner staff; and increasing partnerships and collaboration across numerous systems that are critical for assisting youth and adults with disabilities in securing meaningful employment. WIOA represents new opportunities for support for job seekers with disabilities that increases responsibility of WIBs and American Job Centers to be fully accessible and offer necessary accommodations to provide job seekers with disabilities effective and meaningful participation in the use of skills training and career pathways for 21st century jobs.
