The U.S. Department of Labor’s (DOL's) Civil Rights Center (CRC) announces the Notice of Proposed Rulemaking (NPRM)updating the Section 188 WIOA Nondiscrimination and Equal Opportunity Regulations (29 CFR Part 38). Section 188 prohibits discrimination against individuals in any program or activity that receives financial assistance under Title I of the WIOA as well as by the One-Stop part ners listed in WIOA Section 121(b) that offer programs or activities through the One-Stop/American Job Center workforce development system. Section 188 prohibits discrimination because of race, color, religion, sex, national origin, age, disability, political affiliation or belief, and for beneficiaries, applicants, and participants only, citizenship status, or because of an individual’s participation in a program or activity that receives financial assistance under Title I of WIOA. The Rehabilitation Research and Training Center (RRTC) on Vocational Rehabilitation Practices and Youth issued this brief in December 2016. It addresses Workforce Innovation and Opportunity Act (wIOA) of 2014 that requires state vocational rehabilitation agencies to change the way they work with transition-age youth, including resource allocation, service provision, and outcome tracking. This issue brief summarizes findings from a search of the peer reviewed and grey literatures for employment-focused transition programs that featured vocational rehabilitation services. Our search found just seven programs across the studies meeting the criteria for inclusion. All seven programs focused on a well-defined population of youth and had varied service models, but all featured interagency collaboration. The U.S. Department of Labor (DOL) has developed the Integrated Service Delivery Toolkit in December 2016 examines the challenge of better integrated service delivery, and offers tools and resources for system leaders to utilize within their own improvement efforts. The toolkit looks at three main ways that states can look at integrated service delivery: Policies that support integrated service delivery, Program changes to enhance integrated service delivery, and Information Technology (IT) solutions that enhance integrated service delivery. The toolkit offers strategies across these three areas that promote integration and promising practices are highlighted that illustrate those successful strategies. In December 2015, the Office of Disability Employment Policy (ODEP) and the LEAD Center issued three Employment First Technical Briefs for individuals and organizations working to implement Employment First in their state, region or agency. The National Collaborative on Workforce and Disability for Youth (NCWD-Youth) is promoting statewide implementation of quality comprehensive career development programs and activities as a promising strategy that states can use to achieve the dual goals of college and career readiness for all high school students. This guide is designed to support states in their efforts to increase college and career readiness among all youth, including youth with disabilities, by providing functional and pragmatic guidance on implementing quality comprehensive systems of career development. $12.6 Million in Grants Awarded to Help Improve Outcomes of Individuals with Disabilities in Vocational Rehabilitation and Workforce Development On October 9, 2015, the U.S. Department of Education's Office of Special Education and Rehabilitative Services (OSERS) announced more than $12.6 million in grants in multiple project areas to help improve the outcomes of individuals with disabilities—from cradle through career. The investments are aimed at promoting inclusion, equity and opportunity for individuals with disabilities to help ensure their economic self-sufficiency, independent living and full community participation. The Business Finder includes enhanced features and streamlined design. Aligned with CareerOneStop’s overall redesign, improvements include a single search box to enter your preferred search criteria, an easy-to-read results page, and improved filters to help you narrow your results. Job seekers can learn about businesses, government agencies, and non-profit organizations that may be hiring in their local area. They can locate nearly 12 million employers by business name, industry, occupation, or location. For each business, they will find basic information including addresses and phone numbers for contacting them about potential job openings. Other uses for the Business Finder include: -- Targeting a job search. Job seekers or counselors can get a list of organizations likely to employ people in your occupation or industry, and contact them to inquire about job openings. -- Job interview research. On September 15, 2015, the Advisory Committee on Increasing Competitive Integrated Employment for Individuals with Disabilities (ACICIEID) released an Interim Report to Congress and the Secretary of Labor. The Committee is also scheduled to meet October 14 and 15, 2015 in Washington, DC. The Introduction to the interim Report includes the following dedication to Randee Chafkin who passed away in February 2015: In February 2015, shortly after the first meeting of the Advisory Committee, Randee Ellen Chafkin passed away. Randee was a long time employee in the U.S. Department of Labor, contributing her knowledge and passion first at the President's Committee on Employment of People with Disabilities, then the Office of Disability Employment Policy, and most recently the Employment and Training Administration. Randee dedicated her life to increasing employment of people with disabilities, especially youth and adults who experience the most significant barriers to full inclusion in employment and community participation. She will be greatly missed. When she died, a note was pinned to the wall near her desk. The sentiment expressed in that note reflects Randee's dedication and career, and is fitting for the work of the Advisory Committee. "It's the action, not the fruit of the action that's important. You have to do the right thing. It may not be in your power, may not be in your time that there'll be any fruit. But that doesn't mean you stop doing the right thing. On September 17, 2015, the U.S. Department of Labor (DOL) announced the award of grants to six states totaling $14,911,243 to improve employment opportunities for adults and youth with disabilities. The grants to Alaska, Georgia, Hawaii, Iowa, New York and Washington are being awarded as part of the Disability Employment Initiative, a joint initiative of the department's Employment and Training Administration and the Office of Disability Employment Policy. The U.S. Department of Justice has issued technical assistance on the obligation of testing entities, both private and public, to ensure that the test scores of individuals with disabilities accurately reflect the individual's aptitude, achievement, or the skill that the exam purports to measure, rather than his or her disability. The document discusses who is entitled to testing accommodations, what types of testing accommodations must be provided, and what documentation may be required of the person requesting testing accommodations. The document also discusses prohibited flagging policies and how test scores for test-takers receiving disability-related accommodations should be reported.
