The Department of Labor's (DOL) Office of Federal Contract Compliance Programs (OFCCP), has released this video encouraging individuals with disabilities to voluntarily self-identify. The video explains why companies doing business with the federal government ask job applicants and employees to voluntarily self-identify if they have a disability, and the important role that self-identifying plays in ensuring equal employment opportunity for people with disabilities. OFCCP, as part of its ongoing efforts to support greater self-identification by individuals with disabilities, created this video to explain why voluntary self-identification is a good thing. Contractors may wish to download and post this video on their Intranet or company Web sites to share with their employees and job applicants who may be reluctant to self-identify, or who may not understand why they are being asked to self-identify. Disability organizations and community groups may also wish to share the video with their members to encourage them to voluntarily self-identify when invited to do so by an employer that is a federal contractor. The Social Security Administration (SSA) produced this video that shares information on work incentives that facilitate disability beneficiaries seeking employment. A common myth about working and receiving Social Security disability benefits is that you will immediately lose your cash benefits and Medicare or Medicaid if you work. This actually is not the case. Social Security has work incentives that allow you to explore work options and still have access to your Medicare or Medicaid and some cash benefits. These work incentives, which include the Ticket to Work program, are available to support Social Security disability beneficiaries on their path to a financially independent future. In this new Ticket to Work video, Michele Boardman shares her story. Michele used work incentives to help pay for her education and vehicle modifications. Later, her knowledge of work incentives led her to a job as a Community Work Incentives Coordinator at AHEDD, an Employment Network (EN) which provides employment services to people with disabilities. This video highlights how the Disability Program Navigators (DPN) facilitated the establishment of an Integrated Resource Team (IRT) in Worksource Center, Portland, Oregon, and its applicability in American Job Centers nationwide. The IRT brings various partners (private and public, mandated and non-mandated) from a myriad of agencies/organizations (e.g., American Job Centers, Vocational Rehabilitation Agencies, mental health, developmental disabilities, etc.) across multiple systems to leverage resources, coordinate services/programs, and reduce duplication to better serve the individual customer with a disability and/or multiple employment challenges. The ultimate goal of the IRT is to get the person with a disability a job; not just any job but a quality, non-stereotypical job that provides a living wage, career lattice opportunities, benefits, and reflects the individual’s interests, experience, education/training goals, and desires. It also represents the blending and braiding of resources around an individual customer with a disability' to meet their employment needs. This video tells the story of how the IRT approach worked to assist a customer, who is deaf, receive training at his local community college and a paid internship, with the goal of finding a higher paying job. The February theme for the Disability and Employment CoP is focused on Integrated Resource Team (IRT) strategies in American Job Centers. IRTs were initially used by the Disability Program Navigator grants and has been an essential component of the Disability Employment Initiative and represent partnership and collaboration to address the needs of a person with a disability or multiple challenges to employment. This resource is a demonstration video of a workforce center in Portland, OR, and their DPN bringing together different partners on behalf of an individual who is deaf. Although created in 2010, it is a timely representation of job center staff facilitating access to career pathway through mechanical training curriculum in a community college, and a moving example of the power of cross-agency collaboration. In this video, the National Disability Institute's (NDI) Executive Director, Michael Morris, shares how to prepare for implementing an ABLE Account. Now that President Obama has signed the ABLE (Achieving a Better Life Experience) Act into law, NDI has six steps you can take to become ABLE account ready. ABLE accounts are tax advantaged savings accounts for eligible individuals with significant disabilities, which will become a new financial planning option in 2015. Income made on dollars saved is tax free when placed in an ABLE account and used to reimburse for qualified expenses as diverse as housing, employment, transportation, health care and technology expenses. 60 Minutes featured WorkPlace, Inc. and their program, Platform to Employment (P2E,) which is putting the long term unemployed back to work. The program was aired in February 2012 with Scott Pelley and an interview with Joe Carbone, Executive Director of WorkPlace, Inc. 60 Minutes explores the challenges facing the long term unemployed, also known as 99ers and followed participants through the P2E program. The WorkPlace developed P2E to help the long term unemployed return to work and provide a vehicle for employers to recruit skilled workers. The program allows employers a risk-free opportunity to evaluate and consider hiring participants during an eight-week internship. The WorkPlace raised more than $500,000 in private resources to support the program. With a 70% placement rate, this initiative demonstrates how private investment along with a caring community can enhance employment opportunities for the long term unemployed who are truly the victims of the 2008 recession. The goal of the South Dakota Disability Employment Initiative (DEI) grant program, funded by the U.S. Department of Labor's Employment and Training Administration and Office of Disability Employment Policy, I is to improve the education, training, and employment opportunities and outcomes of young adults, ages 18-24, with disabilities who are unemployed, underemployed, and/or receiving Social Security disability benefits. Through the DEI grant, SD created this informative video profiling individuals speaking about their decisions regarding disclosing their disability. SD describes the purpose of the video: Every job seeker with a disability is faced with the same decision: “Should I or shouldn’t I disclose my disability?” This decision may be framed differently depending upon whether you have a visible disability or a non-visible disability. Ultimately, the decision of whether to disclose is entirely up to you.
